You can do it one of two ways. Take off the old cover and then use that as a pattern or simply turn your ironing board upside down on a large piece of paper (newsprint works great for this) and then trace around the ironing board. Then draw another line 4 to 5 inches all the way around the first line. Cut one piece out of fabric and another piece out of batting. Baste the fabric to the batting using a 1/2" seam allowance. Make a casing by folding under 1/2" all the way around, then fold under again 3/4". Stitch close to the fold all the way around, making sure to leave an opening approximately 1 1/2". Thread a length of 1/2" elastic through the casing. Put the cover on the ironing board and pull the elastic so the the cover fits snugly but is still removable (for washing.) Remove the cover, sew the elastic ends together where you pinned (reinforce this seam by sewing back and forth.) Trim off excess elastic and then sew the opening closed.
